His primary ability allows him to touch an object that was directly related to - usually touching or on the person experiencing - an intense event. By doing so, he feels the emotions in a single moment and gains an understanding of the gist of that brief event in time associated with that object. If an association is not intense, he will not understand or know of that association that a person has with that event.
(For example, if he touches a ring that was the dying gift of someone's mother, he would likely read sorrow and know what it was, but not that the ring also always reminds its owner of the walk through a sunflower field where it was originally found by the mother.)
The ability has a very faint "echo" effect when used on a long-time possession. It will usually give off the most common emotion or meaning of the item to its owner. However, because this sort of psychic reading is not related to a specific event in time, the reading commonly leaves behind only a generalized - and frequently, incoherent - mess of emotional information about the person.

Raleigh is very tall, standing at 5" 11'. He's lanky in the truest sense of the word. Overall, he'd make an excellent track runner - though he prefers parkour and martial arts, where his height can often be a hindrance. His eyes are a very subtle seafoam green color. They're only a few shades darker than his very long tea green hair.
His hair is often meticulously unkept. It's worn in a strange style that lets it frame his face, seemingly both straight and wavy, with a massive fluffy pony-tail in the back. It doesn't really appear to be a true mullet, though. It's very odd.
Stylistically, Raleigh day to day prefers light colored neutral tones. His shirts are often collared, but rolled up almost to his elbows. Most of the time he wears slacks and shoes suitable for extended athletic activity and comfort. Finally, he frequently wears - more accurately, carries - a black and white hat. When he speaks or makes a point, it's common for him to remove it or otherwise mess with it to add drama to what he's saying.
He knows he does it too. He does it to look cool.
When it's time to wear the school uniform, he does so, begrudgingly. However, he'll frequently choose to roll the sleeves up as he does with his personal attire.
Raleigh also has a very faint Australian accent.
Personality
Overall Personality:
A socially flexible extrovert, Raleigh usually enjoys constant company - unless he's trying something he's unsure of. He's easily encouraged by those giving him attention. It's not all arrogance and showboating, though. Raleigh genuinely appreciates showing someone else a good time or an unexpected adventure. He's the sort to convince you sneaking out to see what the inside of a locked space is like in the middle of the night. Additionally, while it's difficult for him to be open in any situation - even with himself, alone - it gets easier for him the fewer people there are, and if they're gentle about their prying.
But while he might sign up to be part of a student committee to throw a big party - or plan a little shindig birthday event for an acquaintance - he finds it hard to do things that just he wants to do. If it seems like too much effort to drag himself out for a walk, just because he wants to take a walk and see the trees, he won't. That task would've been no-brainer easy for him if the girl from math had even vaguely implied she wanted to go.
He's also very likely to know that she wanted go, too. Raleigh, as an individual, is a very aware person. While he's obviously outdone by those who have a special ability to observe, on a normal human level, Raleigh is exceptional at perception of people and things around him. He's unlikely to miss that your eyes are a bit red from your cry half an hour ago, or that for some reason, the soccer stress ball that guy usually carries around with him seems to be broken today.
Raleigh's fear of confined spaces and strange, monstrous things is also worth a mention in his personality. Perhaps there's an underlying fear of his own limits or strangeness that is truly at the root of this.
Finally, he is in general a friendly, loud type. Though he doesn't believe it himself, he truly cares about understanding other people. That just gets lost in his mind, confused as he usually is about his own feelings.

History:
Raleigh's parents met while his mother was traveling in her 20s, experiencing the world's cultures and cuisine. Both of them were Australian, but were visiting Ireland at the same time. It was in a cafe that they met - a choice that eventually led to them opening one together when they settled down permanently after returning to Australia.
They had a son, Raleigh, two years after opening their cafe. A mischievous boy who frequently impressed with his ability to manipulate adults into giving him a bit more than he probably should've gotten. He was popular with his cousins and family, and he liked that. He favored action shows with lots of jumping and running, particularly if they had ninjas. It was never very clear if he latched onto the moral of the day parts of the tales, but he was certainly rapt to the concepts.
On a fifth grade field trip to a popular history museum, Raleigh made a very poor fifth grade boy mistake. He reached out, while a security guard was right there, and touched a display of a delicate and complicated Victorian dress. Worse luck for him, the dress was on loan from someone government-important and the security was a personal detail. Raleigh never learned exactly who.
It mattered more than usual, unfortunately for him. Upon touching the dress, he discovered, for the first time, his primary ability. He stepped back, dazed and confused, as he suddenly knew the name of the dress's owner, the events of the party she had attended in this dress, and that her father had been murdered in front of her there. Though they had not really meant to detain the 5th grader for long - just a scare to discourage further museum mischief, Raleigh's shocked mental condition kept him in the security office for more than a few hours. He then proceeded to make the mistake of telling the guard everything that had happened, where it got back to the wrong ears.
The next field trip the school had taken to tour a few government buildings, Raleigh did not make it back from. He never found out what the story his parents had been told was. He was kidnapped, and taken to some strange research facility he doesn't remember very much anymore for a number of months. When summer drew to a close, it was time to start school again. This time, at Ashford Academy.
When he first arrived at Ashford, many students had a difficult time pronouncing his name. More than one student thought he said "Riley" through his accent - or just through basic expectation of a more common name. Thus, a few students who don't interact him much may believe this is his name. This annoys him greatly. His identity, and self image, growing ever more important to him and the continued issue of his name impedes everyone understanding who he is.
Frankly, most probably don't care, and don't realize they're making the mistake.
Since his arrival, a long 5 and a half years now, he's been a passing student - except for in history. Star student in that class. He's come to discover - or maybe it's Ashford that discovered it - a better definition for his psychometric powers. He both appreciates the greater understanding of his natural abilities and greatly abhors how truly trapped the students are at the school. Thus, he is more than partial to the discreet actions of the Battle Front.
Though he does not know what awaits him after senior year, his idle 'normal teenager' thought is some form of history or archaeological degree at a college somewhere back in Australia, or maybe Great Britain.
